The Government of the Republic of Kazakhstan adopted a resolution on 1 July 2025 regulating the activities of the Special Economic Zone “Khorgos – Eastern Gate.” The document approves the SEZ’s statute and sets its target indicators.
The SEZ is located in Zhetysu Region and covers an area of 5,431.5 hectares, constituting an integral part of the territory of the Republic of Kazakhstan. It includes several functional zones: a logistics zone, an industrial zone and a port zone (aerohub).
The creation of the SEZ is aimed at accelerating the development of modern, high-productivity and competitive industries and services, attracting investment and introducing new technologies, as well as increasing employment. The plan foresees the formation of an efficient transport-logistics and industrial centre, the strengthening of the country’s transit potential and the development of cross-border trade and economic cooperation. A special legal regime will apply within the SEZ.
According to forecasts, by 2030 the site will host roughly 20,500 jobs across 85 companies, and the volume of goods and services produced is expected to reach approximately 1,171.3 billion tenge; the share of Kazakh content in the total production volume is projected at about 75%.
